Small blue cased vase

I found this yesterday in a local antiques shop. It is only 95mm tall (3 3/4" approx) but it weighs over 200g. The base has a "snapped" pontil mark and is recessed. The top outer edge has a flame finish. The colour reminds me of Vasart. It has been blown and then encased in clear glass. A lovely small piece which cost very little. Any thoughts? Have had a few comments on GMB for this one. A better picture of the pontil scar is shown.

To my untrained eye, the base does have some age but about what year were the pontil scars ground out or the base ground flat? Is there a definitive period for this task that might help to age this piece?
Whatever the vase is, it is a lovely piece.
